Measuring Community-Level Adaptive Capacity: Lessons in Community-Based Project Development and M&E for CBAThis product will present lessons learned from the development and implementation of community-based monitoring and evaluation frameworks.  It will consist of multiple forms aimed at multiple audiences.For local audiences (NGOs and CBOs), it will serve as a practical guide for the implementation of the Vulnerability Reduction Assessment.  It will include a step-by-step guide in the form of both a flip-chart and a video CD for carrying out the Vulnerability Reduction Assessment for UNDP CBA projects.  In addition, the video will introduce NGOs and CBOs to the mechanics of CBA projects, while highlighting successful examples of the VRA in practice.  The flipchart will provide all of the materials necessary to develop and monitor a CBA community project, including tools for participatory proposal development with semiliterate populations, and H-forms for measuring VRA. While the video will primarily be targeted at CBA project proponents, it will also be a valuable communications tool for external audiences.June 2009
For CBA team members (national coordinators and the HQ team), it will be an operational, working document, to serve as a guide for implementation, and an organic document with which to record developing lessons from practice.  Working paper available
For global audiences, it will describe the community-based M&E systems used by UNDP, including theoretical and practical considerations.  It will provide a framework for replication, and serve to advance the global dialogue on how adaptation progress is measured.  The prime items within this product to be aimed at the global audiences will include a capstone document and associated presentation.August 2009
Technical Paper:
Risk Analysis for Adaptation at the Community Level
This technical paper will explore the question of risk analysis for community-based adaptation projects.  Through paper will explore the following key questions:
  • How does one integrate community-based perspectives on vulnerability with scientific assessments of vulnerability in practice?
  • How much climate information is sufficient to guide action on community-based adaptation? 
  • How is risk analysis for community-based adaptation different in scope from other scales and types of adaptation measures?
  • What kind of information is needed at the community level that is not needed at other levels, and vice versa?
  • What resources are required for community-level risk assessment?
