This document provides a set of quality standards for application when developing guidelines for adaptation or “climate-proofing.”  The purpose of “climate-proofing” is to ensure the routine and consistent integration of climate change considerations into development activities, and to ensure good practice in the development of adaptation programmes and projects. 

The document offers a methodology for working with general development programs and projects as entry points for screening and climate proofing development activities centered around four Quality Standards on Adaptation to Climate Change, which are applicable to all of UNDP’s activities:

1. Identification of climate change risks to programmes and projects.
2. Identification of risks that a programme or project will result in maladaptation.
3. Identification of adaptation opportunities.
4. Identification and assessment of potential adaptation measures.

The document provides guidance on the processes involved in each of these steps, to be applied to either screen existing programmes and projects or to guide the development of new programmes and projects. Further resources on each topic is also included.  In addition, there is also a set of key questions and quality standards checklists for development programmes and projects, organized around the three steps.  The questions and checklists help those responsible for programme/project development and/or screening to establish whether or not considerations of risks related to climate change have been taken into account in the formulation of a programme or project, and to address these risks through appropriate modifications to projects and programmes.
